Two types of motors with current 4A/8A only can be controlled by the driver with max output current 8A. The operation mode is velocity control with 6-step commutation.

It's impossible at all! The resolver is analog position sensor with sine/cos output produced under applying high frequency analog excitation. The encoder has digital A,B signals as a rule.

The regenerative braking - due to costliness - may have sense with power >5kW only. And dynamic braking is used for effective deceleration when servo closed loop is disabled.

The filter on the output side of the VFD doesn't protect both, no VFD and no motor - it decrease EMC/EMI level produced by VFD itself simply.

You must choose inverter with additional encoder input for implement Master-Slave mode.

Do you use standard Master-Slave configuration - i.e. Slave controlled by Master encoder? Do you have high or low difference between both rolls' diameters? What's happens if you keep Gear ratio constant? i.e. one of motor load is increased?
