Measuring water volume using load cell
Taking temp out of the equation your best approach (at least from an industrial perspective) is to mount the framework on a four load cell arrangement, one in each corner and then connected in a wheatstone bridge configuration. But rather than trying to configure it for a bridge configuration...

Surge in AC DC Converter
This sounds like it could be a voltage transient issue generated when the contactor pulls in and starts to drive the motor. Might be worth investigating this.

Sounds to me that is simply all you need. 1.5Kw VFD utilising the AI1 0-10v input with a simple pot (usually around 10k 1/2W or whatever the manufacturer recommends).

Do we need Braking resistor with VFD?
If you are exhausting oil flow back to the reservoir, then no brake resistor is required.

That's generally your first point of call. Ensure your nameplate info is correct. Your RPM needs to be changed and it's a good idea to auto-tune if you already haven't done so.

I would ditch the 1F792 and go with a proprietary DC motor controller like those manufactured by companies like Sprint. Take a look at RS 820-9549. I'm not sure of your supply voltage so you may have to do some searching for the right voltage rating. These can be relatively easy and...
