Magnetic Flow Sensor Factor
I deal with Krohne sensors, it may be the electrodes worn off or got damaged, insulation from body, excitation and reference coils damages, and wiring problems, wiring and earthing must remain as per manufacturer recommendation.

I think your diagram is OK, the valve after the flow meter can keep the vacuum away.

if the fluid remains in same phase it should be OK, if evaporation/bubbling happen due to vacuum it will not be accurate, I guess you may measure the flow before the liquid is vacuumed with the aid of strainer/ valve.

Pressure to vacuum range
Use a pressure source 5 inch water equal 1244.2 Pascals or 0.18 psi to calibrate at 20 mA Use vacuum -1.8 inch water equals -448 Pascals or -0.065 psi to calibrate at 4 mA
