Best Way To Tune Boiler Controls

We have just installed a new Ovation DCS system on a new Front Fired Dual fuel Number 6 Fuel Oil and Natural Gas, boiler on a 375MW generator. We need to perform the testing to develop the Fuel Oil/Air curve to program into to DCS. The vendor has asked us to move the unit in 50MW (or less) steps (up and down) and at each point stop, stabilize the unit (constant fuel, air, throttle pressure), cut the air back until we see "the efficiency haze" and then increase the air flow until O2 goes up about 0.5% (to give some margin to the controller during ramping) and then use that as our sample point.

What is efficiency haze? Is it just an increase in opacity?

An operator has recommended that since this unit ramps up and down so much that the data should be collected by ramping the unit up (slowly) keeping the air tight all the way up and then run the unit down the same way and then develop the curve from this data.

Can anyone recommend, based on experience, which of these two techniques will provide better data?
