Looking for Batch Controller for fuel loading

Hell,

I am designing a system that comprises of a Meter and Valve (electronically controller) for fuel delivery. For this system, I am looking for a simple (if possible) batch controller that will do the following: should allow two modes of operation, a) preset and, b) free running. Under preset mode, the controlling device (which is a PC) will simply tell it "allow 100 liters" and the batch controller will stop if it is reached. Under free running mode, there is no limit and it is just a totalizer function. Ideally, the unit should not have any controls or fancy menus etc etc - all that would be done from the controlling PC. The background is that while I could do this from a PLC or PC (that is interface to the Meter and Valve directly), I think it might be wiser to get a tried and tested (and certified....) Batch Controller. Only thing is that what I have seen till now are too fancy for what I have in mind. Thanks for your recommendations!
