RS485 Fail Save Biasing

I have come across TCP/IP to RS485 convertors by Moxa where the RS485 pull up resistor is 1K0 and the RS485 pull down resistor is also 1K0. Using 2 x 120R termination resistors the total series resistance would be 2060R.

The question is, does the Moxa 5450 and 6450 use 5 Volts to power the bias network? If so the bias voltage would only be 145 milliAmps when it should be at least 200 milliAmps.

My problem is I have a remote site (not readily accessible) where a Windows Server application that has been in service for about 2 years locks up on the rare occasion. My theory is that the application is on the receiving end of continuous start bits when it locks up, as rare as it happens.
