inertia ratio of servo
The inertia ratio (or inertia mismatch) is must be taken into account for servo with low mechanical stiffness. Tuning of servo is often difficult due to mechanical resonance in this case. It's true for both high (more than 1:5) and low (less 1:0.5) inertia mismatches.

single phase output encoder
Such type encoder doesn't allow you to define direction of rotation that is possible with two encoder's channels only. And because that it intends for speed control only.

Which format of output have your encoder? I.e. digital (A,B quad), analog (1V)... ??

Load cell millivolt signal conditioner
Of course load cell isn't connected to PLC directly. Except Strain Gauge Transmitter with outputs 0-5V or 0-10V, check if your PLC has an Analog Input module with load cell option.
