Well this is a trip solenoid valve (tag provided). During normal operation of a turbine they remain energized so that hydraulic fluid can pass though them and opens the spring loaded emergency shut-off valves for steam to enter the nozzle chest of the turbine. During any abnormal condition or a proper initiated shutdown, the trip solenoid valves are de-energized and they cut-off the hydraulic fluid supply to the ESV's which forces them to close down due to the high spring load and thus cutting off the steam flow to the turbine.
