I have a 66MW steam turbine with a steam seal regulator and gland exhauster sytem. After startup sealing steam is provided via control valve leakoff. With all valves on the steam seal regulator shut the pressure is still high (with the regulator dump valve 100% open). A manual valve was installed upstream of the regulator to provide shutoff in case the regulator inlet control valves and isolation valves were passing, this has not rectified the problem. The vaccum on the gland exhauster blower is adjusted to the GE's specifications.
