VOLTAGE DROP (solenoid valve)

I have a safety systems (ESD) which drives a solenoid valve but there is a barrier in between (MTL5521).
Solenoid valve is rated 24vdc with a resistance of around 201 ohms. The problem is once i have a command to trigger the SOV the voltage drops at around 11VDC, i am planning to add resistor in series to raise my voltage drops once triggered. any advice. TIA

Regarding the Problem:
1. What is the DC supply voltage?
2. What is the Solenoid Current Rating?
3. What is the current rating of the Barrier?
5. Is the valve used to interrupt air, water, or inert Gas?

6. Circuit energized, Vc = 24, Vv =11, Vb = 24-11 =13!
7. Valve: Rv = 201, Av = Vv/Rv = 11/201= 0.0547A = 54.7mA!
8. Barrier: Vb =24-11=13, Ab=54.7mA, Rb= Vb/Ab = 237ohm!
To me, current magnitude appears to be ok! But, how does it compare to Mfg Specs?
