PID Lead and Lag in suction pump1 and suction pump2

I have a well 12 feet high I was told, and a set point of 7.5 feet. The lead is 6 seconds on pump1 in derivative format, and pump2 the lag at 7 seconds in integral format, the proportional part is 100% default settion. The process variable starts at 4 feet but both pull in quickly. Can I get any suggestions from my fellow professionals?
