PLC stop mode

PLC come in stop mode. If we connect I/O with back panel inline of CPU 100U, It works fine and come in RUN mode.

When we connect IM 316 Interface module for tier change or with back panel +cpu (with out connecting any I/O), it come in stop mode. kindly advise situation.
