Setting up a VFD to unknown motor
Don't forget it appears to be a single phase motor not designed for VFD, only 60 Hz constant speed.

Setting up a VFD to unknown motor
One test is for 110V Hz power, under load. The second test, you have already performed. The bottom line, per an internet search is that 3-phase motors motors are required, good luck finding your new motor, with specs

I don't know if the capacitance of a capacitor is large, the capacitor will discharge with a larger current than other capacitors with the same voltag
Indeed the discussion is incomplete with out I(t), thats why the rest of the circuit including, if necessary the internal resistance of the capacitor in the case of high farad capacitors, is needed for a meaningful anwer... For a comparison of two similar capacitors in the same service, the...

Neutral Current is too much high
Show a schematic of your circuit. You will also need to perform a high voltage leakage test (using megger) to confirm winding insulation.

NEC standard drawings.
"Does the NEC standard require me to also write the distance between devices and their dimensions?" You'll have to purchase a copy of the NEC standards, if your customer does already have them.

Sensor with frequency domain output
You'll need to start laying out your system bloch diagram and detailing the design requirements of each component, good luck. Sounds like a years worth of effort on your part.

What is your specific concern. Signal "grounding" is quite distinic from earthing for high power equipment and lightening protection. You'll have to read through Totals entire specification and design requirements for the answer.
