Your accuracy value of 0.035% looks like a DP transmitter accuracy spec, which is different than the primary flow element's accuracy spec. It would highly unusual to find a DP meter run claiming 0.035% accuracy. Your report probably takes into account the combined DP and primary flow element...

A google search shows me that SynEnergy is an entire software suite of products for Oil & Gas, obviously licensed software. I have no knowledge of it, but when you mention DCS, it likely the DCS that uses Modbus to talk to whatever instrumentation is in the field, rather than SynEnergy dealing...

What do you need a manual for? It's rare to find an ID label with that much configuration data. It's obviously a temperature controller. It's got two outputs, and since the heat/cool box isn't checked it's heat only. So follow the cable to the final control element to see whether it's relay...

You haven't said why this project needs Modbus communications. You might be better off with manual control - using a multi-turn potentiometer to control the VFD output. If your approach is to "take an ethernet cord, cut off on end, and try to plug the data twisted pairs into the VFD" I think...

I suspect that the term 'fail' might well mean that the gauge will not meet its accuracy spec, for one reason or another, as opposed to failing to hold pressure. It could be that some 'unseen' component, like the grease used on the gauge internals is only rated to -40F. Grease gets to viscous...
