Reducing Hertz
Sounds to me as though you would want a frequency multiplier not frequency divider. A divide by ten logic module could be designed mindful this would give a pulsed output. You need to ask why your controller 'needs' 3800Hz and is there a workaround.

You will have re-invented the buzzer. Do it with an old GPO (post Office) relay (24vDC) - then touch the terminals to get a hefty belt from back emf's!

You haven't stated what your industrial network is, but one would guess the industrial network route is the 1st link and modbus is the slower (secondary) backup.

If you mean MTL type TP48? these are intended for use out in the field usually to protect instrumentation exposed to possible storm conditions. I suppose you could test with a Megger or insulation testing device but unsure what this would achieve.

From what you have described, if the gas supply drops rapidly in pressure intermittently and for no obvious reason then I would expect the turbine to firstly to compensate by opening the throttle then detect 'flameout' when that doesn't maintain performance. Nothing strange about that. I...

I would assume your SCADA system can access at least one word in a data table. You haven't stated which Siemens PLC but in ladder format it could be one rung for each alarm bit. the equivalent to get/put statements, one for each bit. The same idea applies to any other PLC not just Siemens.

Siemens SGT300 Flame Failure
You've been thermocouple swapping?! The symptoms suggest burner failure although you haven't indicated loading at trip point. If you have cleaned the offending burner, try a direct replacement. It is generally easier to start on gas rather than liquid fuel. Why will it not start on gas?

Unsure what you mean by '.. back-calculate turbine combustion temperature ..'. I understand working temperature is measured by several probes at the burners. What does the HMI screens show?

A PLC fault condition would give you at least a green LED changing to red on the output module(s) apparently at fault. From your description however, it appears as though it has been designed to de-energise PLC outputs. The only obvious reason to do this is for Emergency Stop/Fail Safe...

You have to give a little more detail such as: - has this communication link ever worked - what is the Configuration at either end - which is master and which is slave (Isn't the DCS sending data to the offsite PLC, not the other way round).

It's a long time since seeing a S5 setup. From what I recall there is no master/slave scenario. Whichever CPU came online first made the other the backup. Also the I/O addressing was numerical depending where the cards were in the rack. It's unclear what FUM you mean unless it's a 'FUM'...

Anyone who codes PLC software will/should have a least one backup of it. If a machine has been stored and the Software is not stored in non-volatile memory (in battery backup memory), then it is quite possible the battery has been disconnected or discharged sufficiently to lose memory content...
