Combining the Siemens S7-400 with S7-300?
The Siemens S7-400 series and S7-300 I/O racks are designed to operate together. For redundant operation, dual IM153-2 modules for Profibus operation are required in each S7-300 I/O rack to create a dual Profibus subnet.

You haven't stated which type you have there since most 3500 series come as a single rack. I would guess you have a 3500 first rack with a 3300 2nd rack, with the system monitor interfacing the two.

Flow Control Strategy for CFG Pumps in Parallel
I would suggest PID (proportional) loop in PLC control. I had a similar scheme except the setpoint was 'well level' rather than flow, however the principles are very close. If each pump speed was from two PLC analog o/p's, then a fine adjustment could be made to balance pump flows.

The basic answer is Yes. TIA stands for Totally Integrated Automation, which provides a working platform for both HMI and PLC application software including STEP7. I would recommend using V13 if you can.
