Ovation Redundant Drop CPU Failed Mode

Dear all,
Recently in our Emerson 3.5.1 ovation system, a redundant drop-54 CPU is found to be failed mode. We tried to 'Clear' and 'Load' the CPU, but following error came out 'Drop-54 is unavailable and can not be cleared'.

We have tried to reboot the controller by switching power On/Off button. But in Error log, this error arises 'Local Memory Manager: Error allocating local memory - fail to get VN number (0xffffff3).

Did anyone faced similar issue? Do anyone have Ovation Controller troubleshooting manual or something like that?
