TwinCAT installation

Q1. I am trying to install TwinCAT on my Windows 11 laptop. I saw that Build 4024 will inhibit Run mode on such laptop. But I can't install Build 4026 as the XAR on the targeted PLC is only 4024. I have no idea how to update the PLC XAR to 4026. What are my options? - Install Build 4024 only ONLY run it on PLC i.e. no simulation on laptop? Q2. Also, the Beckhoff website has download for Remote Manager, XAE, XAR for Build 4024 and older. (Being someone not really from the PLC field,) I cannot decide which one I should install on my laptop, to write a program that is to run on the PLC - XAE or Remote Manager? Any advice will be helpful to me. Thanks in advance!
