Turbo Blowers- for Controls Whether PLC or DCS

we've got old russian make turboblower blowing compressed air at 2.5kg/sq.cm.Now we're going for revamping of the m/c completely including controls of turbine and blower. what would best suit DCS or PLC in today's steel plant applications.
