Other ways of reformating are with a Siemens Field PG or making an image of a good Siemens card and restoring it to the problem card. Cannot use Windows to re-format card.

The question does not have any detail about the action of the positioner on signal failure. Loss of signal does not necessarily mean loss of air to the actuator. As 0mA is less than 4mA my answer would be Fully Open.

Sounds like it is the configuration of the P2-SCM, check baud rate, bits, termination character is all setup the same as the working P2-SCM.

If you have electrical schematics for the machine, post the page showing the PLC safety card you are having issues with along with card part number. Does the card have test pulses wired as a supply to inputs?

IFM Pressure Sensor Signal Issue
The S7-300 analog input card should be setup as 4 wire configuration, for 3 or 4 wire devices. Wire OUT2 of IFM PN2670 to the positive terminals of each cards channels. Wire 0V to the negative terminals of each cards channels.

PUMP PRIMING
For the priming add an automatic air bleed valve on the inlet side of the pump. For shutdown protection you can use a fork level switch on the inlet pipe to detect lack of liquid. For normal start/stop in a sump use a level switch or level sensor.

Generally the maximum voltage the VFD can output is the line voltage and the motor would be rated for that, maximum frequency should be checked.

Yes, a VFD can raise a motor rpm higher than the nameplate. However you can only go so far, the more above nameplate speed the more torque decreases.

Limit Switch with two signals
Are you trying to detect two positions or three? For two positions a limit switch with a normally open and a normally closed contact, or changeover contact will do the job.
