GE gas turbine Frame 6FA cannot startup up due to SFC fault

Dear all,
We have one issue with gas turbine ( GE frame 6FA) during startup. When startup, the turbine can only rotating around 27- 33rpm, after that SFC system appear alarm command is "maximum generator voltage" and gas turbine trip. Can everyone explain for me what is root cause and how to troubleshoot for this issue.
