Communication card ACE949-2 is an interface card for Schneider electric SEPAM relay series.
It is Modbus RTU Rs485 interface card
Sepam relay is connected to the card through CAT6 cable (Ethernet cable) then the card other side is for serial communication network.
My question the card itself without SEPAM relay could be considered a converter from Modbus RS485 to Modbus TCP/ IP converter? (Again the card itself without SEPAM)

Almost certainly not. Many devices use an RJ-45 connector (the same connector used for Ethernet) for serial communications. Most likely, this communication card is simply a media converter, converting a serial signal, such as TTL, to RS-485.
