Does Modbus protocol have Enhanced Performance Architecture

Does Modbus protocol have Enhanced Performance Architecture(EPA)? International ElectroTechnical Commission(IEC) states EPA supported protocol adheres from OSI(open system interconnection)7 layer protocol to 3layer protocol. Is Modbus protocol process it's request/response through 3( physical/data link/application) layers. What does Modbus TCP protocol does? or does Modbus TCP just implements TCP at physical layer only? Modbus TCP is not a 3Layer protocol adhered with EPA?
