MARK VIe (UCSBH4A) controller does not boot, even after downloading setup and restoring to the new controller

Dear all, I work with a GT 9E GE MARK VIe (UCSBH4A) TMR combined cycle with a steam turbine through the HRSG with a MARK VIe Dual controller. The two controllers (UCSBH4A) of the HRSG do not boot. We have already downloaded the setup through the toolbox, according to "6700AN" after replacing the controller, unfortunately the boot did not work.
Configuration procedure:
- After completing the "build device", proceed to Device>Download>controller set up wizard > follow the procedure in Windows displays until the download to the USB drive is complete (the download was successful, but when restore to the new controller the boot LED flashes 1 hertz, indicating failure). We have already performed the same setup procedure in previous years on the gas turbine when the UCSBH4A controller did not boot and it worked.
We do not understand why it does not work now if the procedure is the same for GT as well as for HRSG and the controller is the same type (UCSBH4A).
Could it be that the procedure for the HRSG is different? If so, how should it be done?
We ordered the controller from GE for the gas turbine. Could it be that the factory settings for GT do not apply to HRSG, even though they are the same (UCSBH4)?

On the other hand, how do we know that we need to replace the MARK VIe controller because it is broken? Should we conclude that the only solution is to replace it because it does not reboot? At GT, the first time the controller did not reboot, the GE technician came and replaced it, and we have done the same. Is it right to do this?

Note: All 4 times we replaced the controller, it was at GT and it was successful. This is our first time doing it at HRSG and we were unable to do this, although I believe we did it right).

Usually these controllers are extremely reliable, they don’t fail that easily.

Procedure of setting up this controller is same irrespective of the application.

Recommended to follow the steps recommended in GEH-6703 Sec 7.4.1.4 Configure and Transfer IP Address to UCSB / UCSC Controller.

If still having trouble, then try the below

1. Use a good branded unencrypted USB 2.0 pen drive (avoid low-cost ones. Transend / Kingston / Sandisk works well) of capacity 4GB or 8GB only (Not beyond 8GB) which can be detected by the operating system without the need for any manual installation of driver software i.e., built in device drivers. (should support both Windows & Linux)

2. Format it in Windows as FAT32.

3. Make sure that the pen drive is empty, before writing the contents from ToolboxST.

4. If you have flashed for R controller, then open the drive from computer and delete its contents before flashing it for next processor (S & T)

5. For S & T repeat the steps from 2 to 4.

6. Don’t forget to open the ToolboxST in Admin mode.

Regarding how to find is it good or bad, I will say it should reach controlling state & all the “4” IP addresses should be pingable. i.e, 1 in UDH & 3 in IONET.

Since you did not mention what is your ControlST version, they have latest version which has multiple patches fixing multiple issues. You may download the latest version of the same branch (which you can get from OEM’s download portal) PS: If you switch the branch then you need to buy a new license. What that means is, if you have anything in V04.xx.xxC, you can download latest version from V04. Only!

If still have trouble raise a ticket with OEM for support.
