pid and saturation

hi,
I am new in process control. I am doing research on PID and saturation, I realize that if the constraints are very tight, then sometimes the process output is not available to reach setpoint. I also notice that when the constraints limit are tight, it will result in overdamped response, which is acceptable response, but the control signal is saturated. May anyone explain why this happen?
