Subnet Solutions of Alberta Canada, has a "test set" that, among the MANY Protocols, has DNP3. It can be set-up as a Master, a Slave, or even just to monitor Communications between a Master/Slave.
GE Fanuc has DNP3 Level 2 support on their PLCs. They have these modules both for their 90-30 and 90-70 series PLCs. I know of a customer in Oil and Gas industry using a solution from GE Fanuc.
