And who was making the inquiry? The corporate lawyer? A vendor trying to sell services? A concerned employee?

What kind of work are you talking about? Hi-pot testing? Cleaning? Measuring the polarity index? Changing filters? Replacing bearings?

It all depends on the work being done and the experience level of the people doing the work. I'm not aware of any company or agency that certifies people to work on a particular manufacturer's equipment. Many companies offer training for working on generators, or for using test equipment for use on generators, and some of those might certify students who successfully complete a training course.

But we really don't know the context of the question, who asked it, why it was asked, or the work that's in question. Makes it very difficult to respond.
