minimum protection method that shall be used for a step-down transformer 34kva/4160v consedring cost

The question is what is the minimum protection method that shall be used for a step-down transformer 34kva/4160v located at several locations in the desert, not even close to each other, considering cost and the mentioned environment. Would using fuses & surge protection be enough?
