What is an anti-pumping relay - why it is used only in higher voltages not in lower voltages?
 
Responding to Anonymous' Oct 23, 9:33pm query... the circuit was used to prevent reclosing a breaker into a fault!

Westinghouse referred to it as the "Electrically Trip-Free" Scheme. Some called it the "X-Y Relay Circuit." It prevents breaker "pumping" (repeated opening/closing action) if closed into a fault. Automatically tripped once by protective device action the breaker remains open. It will not reclose even if the "close" circuit remains energized because the operator fails to release the "close" button or because of switch malfunction.

BTW, the circuit was used on any breaker, high or low voltage, having separate close and trip control circuits.
