What Is Rangeability of flow meters and Why Is It Important? cause during my gas plant start up (take about 2 hours ) the metering system not working while the wells is produced

Rangability is important so you can measure the flow at a low rate e.g. startup.
An Orifice plate is quite low, about 5:1
Some plants use a smaller meter that can be used at lower rates.
 
Rangeability: is the ratio of maximum flow to minimum flow over which the specified accuracy will be maintained (it has also been known as the turndown ratio).
To discuss about your problem, we have to know more about the operating conditions and the type of the meters you have.
