I've been reading the following article:

I'm not a power generation expert, and must admit I'm not familiar with the concept of using rotating masses (flywheels) to keep frequency of the grid.
In the article, it is stated that flywheel motor-generator continuously accelerate and decelerate to balance production and demand.
What exactly is this motor-generator device.
For sure it is not synchro generator, because it woud rotate the same speed as grid's frequency. Is it asynchronous? Is it a motor or a generator?
I hope someone more knowledgeable will clarify this.
