13.8KV/110V PT connection (protection side) open delta. Must we provide secondary earthing or not?

Is the term earthing same as neutral?

If so, where should we connect it? If we are going to connect it between the terminal of the two windings, it will be equipotential with the second line. I will appreciate more if we can be provided diagrams for this problem.
