Is there any risk acceptance criteria for chemical/petrochemical industries, worldwide accepted as "good"? (in order to calibrate both a risk matrix and a consequences evaluation matrix)
 
Dear Jorge,
The short answer to your question is no.

There are a range of risks to be considered and a number of ways to "quantify" them. The methods of quantifying them are different and reflect different cultures attitudes to risk and the legal framework within which the risk exists. A good summary of the methods can be found in the following books if you have access to them.

"Functional Safety - a straightforward guide to IEC61508" DJ Smith and KGL Simpson &

"Safety Integrity Level Selection -- Systematic Methods Including Layer of Protection Analysis" EM Marszal and EW Scharpf

Plus the standards themselves usually have further information related to how you go about determining SILs. e.g. IEC 61511 Part 3
