Safety Critical Devices

Following are my questions:
1. what should be critirea in deciding which instrument lies under SCD?

2. if one is asked to collect data and details of SCD, what r those fields which one should keep in its mind?

I am working in a petrochemical facility and is assigned to first identify and then prepare SCD list. my head is full of qualms relating SCD.

please help me out of this problem....
