Single acting cylinder to fail in the mid position

Hello All

I have an interesting problem.

I have a single acting cylinder that on air and electrical failure I want the cylinder to go to the mid position.
So if its fully extended it returns to mid, if it fails in the closed position it extends to the mid position.

Failure 1

No power when cylinder is extended

I have a pilot operated valve on the inlet, so when the air is removed the inlet closes trapping the air inside and fixing
the cylinder in the extended position. I need a way to reduce this pressure so the cylinder retracts 50%

Failure 2

No power when cylinder is retracted

I need a way to increase the pressure so the cylinder extends 50%.

Any ideas?
