I believe Vaisala out of Finland makes such systems for remote weather data
telemetry. These systems are traditionally aquired in large numbers that
are coordinated to share a private satellite transponder. For small
numbers I think it may be cheaper to use one of the new LEO satellite
dialup data links, such as Globalstar.

Steve,

We did some work in this area using the Orbcomm low earth orbit satellites
for gas well monitoring a few years ago. It works very well. I'm not sure
whether they have southern hemisphere gateways in place yet but it's worth
a look.

We have to contend with as little as 2-3 hrs of daylight and temperatures
as low as -40 deg at far northern installations during our winter. Solar
panel capacity and battery reserve requirements are substantially lower at
the lesser latitudes and milder temperatures you would encounter in Australia.

The system is not real time. Costs are based on the amount of data sent or
received not on the time of connection.

There is (or was) a company in the US - Kent, Washington called Meteor Communications. They have a transcever that can bounce radio signals
off of ion trails left by small meteors entering the atmosphere. Bandwidth is sufficient for monitoring remote stations acquiring data for weather or geotechnical measurements.

You might do a web search on this tip. I know the products are still be manufactured today, I do not however know if they have been snapped up
by a larger company and under a new name.

InTech's September 1999 issue (pages 57 through 60) has a feature called "Satellite keeps an eye on underground water." It's about how Phoenix,
Ariz.-based Salt River Project (SRP) uses a proprietary satellite-based communications technology, SPATIA, that uses Orbcomm satellites. The total telemetry-and-data package gathers and transmits water-level measurements in
