Far more than the push buttons are involved. The push buttons with a complete ladder/logic diagram of the entire control loop, including the valve actuator and its relay logic, are required. Once you do that, you'll answer you own problem!

for external wiring you'll need two latching relays, properly wired or a dual pole latching relay properly wired. You might also check your Rotork data to see if those options are available within their controller

Such failures are commonly the result of the acceleration damage of the sensor as a result of flow induced vibration. Sensor replacement solves the immediate problem, but not the long term issue.
