Communicating through USB port to a transciever using RS-232

Hi,

I'd like to know how to communicate with AT-XTR-903 transceiver from my laptop using the USB port with RS232 to USB convertor cable. I have already installed the driver for the RS232 to USB convertor and the port is COM4. The other transceiver that is connected to PIC18F4620 microcontroller will be transmitting image data that will be received on the laptop side. I'd like to know how to communicate with that and receive the data.

hi
i like to say that i make the project to send and recive the sms with success in sending the sms. But the problem in receiving side in the port programing i have one error that error reading comm device so please tell me how to solve it
