Actually, this is an interesting question, on quite a different level:
Why should electricians fix programming problems, any more than fitters should change wiring or programmers tighten the bolts?
Certainly one person can do all three jobs, especially in small, simple installations. But where the size and/or complexity of the project warrant it, they should be separate jobs, with quite different qualifications.
