If you are their customer, then you should be having their customer login account. With that you can download it from their GE Digital customer portal. Alternatively if you have any CPM / TA contact for your site, they have access to most of the versions of ControlST.

I think you are looking for Classic (Legacy) Toolbox [NOT ToolboxST].
As per one of the GE Field person currently ToolboxST version 8.0 is under development & there is no other higher version.
Also I have been told, if raise a support ticket with GE / BH their tech support team is providing you a direct downloadable link of your specific version.
