As we know when the water is coming to city from other cities has a lot of pressure.by using pressure valve we decrease the pressure. Is there any better way to break pressure and earn electricity power?

Power available in watts is the product of pressure drop in Pa and the volumetric flow in m^3/s. 10 m head is a pressure of about 1 atm or 10^5 Pa. So a flow of 10 m^3/s and an elevation drop of 10 m will give you 1 MW.

If the pressure you are dropping through a valve is developed by a pump in the first place, it makes more sense to reduce the pumping power by using a variable-speed drive.
