mark v s core A4 & p core hooter

s processor not going above A4 state, displaying "default sys" & p core tceb card hooter is on. What does this mean?
 
That's a hoot! A hooter means different things in different parts of the world. I've heard audible alarm horns called many things, but never "hooter".

When did this problem start? After you changed the DCC/SDCC card?

In other words, what changed to cause this problem to begin?

What have you done to try to troubleshoot the problem?
 
Check which I/O has not reached A6 status from the DCC. Once you know which I/O is the culprit then the problem is solved. Usually the card is faulty or the stupid ribbon cable is loose ;)
