Can anyone provide me with a cable diagram for connecting a Mitsubishi Melsec PLC (F1-30MR) to a PC via the comm port?

Haven't got a cable drawing, but what you need is the standard SC-03 cable, with an clip-on interface for the F1. It's about 5 years since I used one, but I think it's called the F1-GP-IF.

I think you need a little (buffered) interface too.

Yes, you can use sc02n cable to connect it with PC com port.
