Tank level measurement

I have 8 tanks of different heights. I want to measure the level of liquids in each tank but I can't afford a fixed instrument for each of the tanks. So I was wondering if there is a portable instrument which I can use to measure level from tank to tank. Something similar to the infrared temperature detector by Fluke.
 
Try a hand held laser measuring device like the building trades use to measure the distance across a room. It should work if your fluid isn't foam covered or turbulent. Make sure you hold it in the same place at the top of the tank to get your measurement of course.

One of my colleagues came up with a simple idea for measuring from the top down. A small circuit card with an LED, 9 Volt battery and a ground clip attached to a regular measuring tape. Run the tape down until the LED turns on. This proved very accurate. Only good for conductive liquids.
