For current tag values you can use OPC - see the WinCC manual for how to setup the connection.

For historical data (e.g. from the Tag Logging system) you can pull the data out of the runtime database using an SQL query. With MSAccess you can simply link the WinCC tables into your Access database. For info on how to do this please refer to the support website (http://www.ad.siemens.de/supporte) or the WinCC Configuration manual (also available from the support site).
