It appears to be a very convoluted solution to send signals from a Compact Logix PLC through another PLC to drive a valve {if that is understood correctly}. On the assumption that the valve has to fully open or fully close {that is, not stop halfway}; then you appear to have a software fault...

It's not clear what you are looking for - an electrician / engineer would isolate then separate the batteries for replacement. Since there may be high voltages involved (over 50vDC) then your industry / client may require an approved Method Statement or similar to ensure the work is undertaken...

These look like CAD created logic diagrams, maybe if the screenshot panned down there would be a drawing number and drawing title. We used to create them in the 1980/90's.

I can't see any reason why you cannot power the Carel with 24vDC and digital inputs with 24vAC. There is perhaps a degree of separation of the 2 supplies, maybe with distinct differences in wire colours. Perhaps you could increase psu up to 26vDC as a compromise with the supply being a nominal...
