Machine Vision

My request is simple (so I thought)
I need to find a simple machine vision program, my needs are fairly basic.
I wish to mount a mono camera over a conveyor belt and detect any object fluorescing under black light.
When the target is detected it is tracked until it falls off of the conveyor then air solenoids blow the targets into another chute, I am considering using a 8255 PPI chip to give me 20 outputs and 4 inputs, timing would come from the conveyor belt.
Using a PC with “PixelView play TV pro” capture card.

Why not just a photocouple across the conveyor end?
You can do the vision quite easily under Linux for the price of a
framegrabber and camera but I don't see what it adds.
