Pressure transmitter installation for proper power generation

Can any body suggest me how to install the pressure transmitter on the penstock for the proper generation of power in accodance to the water level available at the forebay?

The installation of level sensor at the forebay is not possible.

I want to control the generation of power as per the water level availability at the forebay.

Please suggest the suitable sensor and the methodology for this.

Sounds like this penstock is a very large body of water. Usually a pressure transmitter can be lowered on a cable - to the bottom of the tank. You then have a 4-20 reading or transistor output. My concern would be the volume of water.

Have a look at the custom level controls at http://www.almegcontrols.com/ they also have a cable pressure transmitter - not shown online.
