I think you are referring to the Bernoulli equation as applied to a container/tank of liquid (probably water because density is not mentioned) escaping or flowing thru a hole/orifice on the side and at a certain depth below the surface of the liquid in the container/tank ! The "k", then, in your problem is the surface area of the container/tank !
There is a presumption... the surface area of the container/tank must be much, much greater then that of the hole/orifice !
