What would happen in STG when Auxiliary control is failure in woodward governor?

Sir,

we have 2*23MW STG. Both run at 24. 5MW,one day due to voltage jerk in the grid one STG Aux mode failed and STG came into speed mode and load on that STG raised upto 27MW. The valve limiter setting is 100%.
